About Us
Diocese of Ballarat Catholic Education Limited (DOBCEL) schools are located within a diverse and geographically extensive diocese extending across Western Victoria, from the Murray River to the Southern Ocean. DOBCEL provides governance to 57 schools and partners with them to promote Catholic identity, high quality learning and a culture of respectful and trusting relationships.
As the administrative arm of DOBCEL, Catholic Education Ballarat (CEB) provides support, service and leadership to Catholic Primary and Secondary schools in the Diocese of Ballarat.
About the Role
The Leader: Wellbeing is a senior role within DOBCEL, overseeing one of the organisation’s largest teams to support the wellbeing and development of children and young people in schools. The role works closely with the Deputy Director, Education Consultants, and Wellbeing Team staff to deliver tailored, system-wide support to schools.
The Leader: Wellbeing leads and is supported by four professional service teams:
- Learning Diversity (inclusive of Sensory Impairments)
- Psychology
- Speech Therapy
- Student Wellbeing
Key Responsibilities
- Provide strategic leadership to the Wellbeing Team, ensuring alignment with the Student Wellbeing Framework, School-Wide Positive Behaviour Support, and Learning Diversity
- Foster a compassionate, service-driven team culture grounded in Catholic values, with a focus on building staff capacity and delivering quality services to schools
- Lead systemic responses to student wellbeing needs, including behaviour support, intervention planning, and professional learning across schools
- Advise senior leadership on wellbeing-related policy, compliance, and procedure, while ensuring consistency across the Diocese
- Manage team performance, budgets, and workflows in line with DOBCEL Strategy 2035 and support continuous improvement through data-informed practices
About You
You will bring:
- Proven leadership experience in educational and wellbeing settings, with the ability to drive strategic outcomes aligned with the DOBCEL Strategy 2035.
- Deep understanding of student wellbeing frameworks, including Response to Intervention, School-Wide Positive Behaviour Support, and learning diversity.
- A collaborative, team-focused approach with strong capacity to lead, support and develop others across complex environments.
- High-level emotional intelligence and communication skills, with the ability to influence, engage and build trust across diverse stakeholders.
- A demonstrated commitment to Catholic Identity and Mission, with the ability to embed child-safe practices in all aspects of your work.
- Strong analytical and strategic thinking skills, with the capacity to manage change, resolve complex issues, and contribute at a system level.

Key Selection Criteria
- Significant experience in a senior educational leadership position.
- Significant experience managing wellbeing initiatives and change management.
- Gained or working towards post-graduate qualifications related to wellbeing (desirable).
- Commitment to work within and align to the DOBCEL Vision and Mission.
- High level knowledge of inclusive education practices, multi-tiered systems of support, School Wide Positive Behaviour Support, and wellbeing strategies.
